Commonly Used Acronyms

ATOD – Alcohol, Tobacco, and Other Drugs

CADCA – Community Anti-Drug Coalitions of America. The

organization that provides technical assistance, training, and support to substance abuse prevention coalitions.

CARA – Comprehensive Addiction and Recovery Act (2016). A federal law to address opioid addiction.

CDC – The Center for Disease Control & Prevention.

CSAP – The Center for Substance Abuse Prevention. A

government agency under the Substance Abuse and Mental

Health Services Administration that focuses on substance

abuse prevention.

DEA - Drug Enforcement Agency

DFC – Drug-Free Communities Support Program Grant. The DFC grant is designed to strengthen collaboration among

communities to prevent and reduce substance abuse among youth.

DMHAS – CT Department of Mental Health and Addiction

Services. State health care agency that promotes and

administers mental health treatment and substance abuse

prevention and treatment services throughout CT.

HIDTA – High Intensity Drug Trafficking Area. A federal grant

program that provides resources to coordinate law

enforcement agencies to address drug trafficking in specifically designated areas of the US. Fairfield, New Haven, and Hartford counties are part of the New England HIDTA.

The Hub - The designated Behavioral Health Action

Organization (RBHAO) for Southwestern CT, The Hub supports & coordinate behavioral health initiatives (mental health, substance use, and problem gambling) in 14 towns.

JRB – Juvenile Review Board. A board of local professionals

who offer first-time, non-violent youth offenders a positive

alternative to the criminal justice system.​

LPC - Local Prevention Council. A local, state-funded,

municipal-based prevention council dedicated to substance

abuse prevention.

NMUPD – Non-medical Use of Prescription Drugs.

 

ONDCP – Office of National Drug Control Policy. This White House office, whose Director is commonly known as the “drug czar”, coordinates and oversees anti-drug efforts of executive branch agencies.

 

PFS – Partnership for Success Grant.

 

QPR – Question, Persuade, Refer is a suicide prevention program.

 

RAC – Regional Action Council. A RAC is a legislatively created, state-funded public-private partnership comprised of community leaders that coordinates substance abuse prevention and mental health promotion services in the subregion. RACs were re-organized into RBHAOs in 2018.

 

RBHAO – Regional Behavioral Health Action Organization. RBHAOs were created by DMHAS in 2018 to oversee a range of planning, education, and advocacy of behavioral health needs and services for children and adults within one of DMHAS’s 5 regions.

 

SA – Substance Abuse

 

SAMHSA – Substance Abuse Mental Health Services Dept.

 

SPF/SIG – Strategic Prevention Framework State Incentive Grant.

 

STR/SOR – State Targeted Response/State Opioid Response mini-grants from DMHAS that funds specific opioid prevention activities.

 

YSB – Youth Services Bureau. Established and funded by the state, a local organization that coordinates comprehensive delivery of prevention, intervention, treatment, and follow-up services.
